The answer is B. While it will give you a good idea of where earthquakes might occur, many faults are locked and/or have very long recurrence intervals and thus a 30 year record would not be long enough to choose A and accurately measure earthquake predictability.
Reply:May I have more information regarding the context of this question? Is it for a teaching curriculum-related quiz? The last two options don't generally appear on strict geology questions. If it was for a geology assignment, it could be either A or B easily.
